Science and technology (S&T), innovation, and digital transformation have long served as core drivers of economic growth in Quang Ninh. In this process, the city is steadily building smart and digital enterprises, leveraging technology and skilled human capital to enhance productivity and competitiveness.
Applying S&T in production and business
Local enterprises and units have proactively integrated S&T and digital transformation into their production and business operations, helping reduce costs, improve quality, and foster professional, sustainable development.
Cam Pha Electrical Equipment JSC has invested in automated production lines, digitized its design and manufacturing processes, and adopted German automated silicon steel cutting machines, Swiss wire winding machines, and advanced management software. These upgrades reduce labor requirements, improve precision, and shorten manufacturing cycles. This synchronization also lays the groundwork for developing high-tech transformers, such as the 220kV digital transformers under research, which integrate smart sensor and monitoring technologies.
Agricultural modernization and digitalization are pursued methodically, scaling up high-tech farming models that integrate S&T, data, and artificial intelligence. Farmers, cooperatives, and enterprises across local agricultural sectors have increasingly prioritized upgrading their production processes to boost efficiency and product quality.
Tan An Food Production and Trading Co., Ltd. (Ha An ward) operates an egg-washing and sorting line with a capacity of 15,000 eggs per hour. From closed-loop farming and digital flock management to modern washing, sorting, and packaging lines, the company standardizes its entire production process. This framework allows Tan An chicken eggs to elevate quality and value, expand market reach, and meet food safety and traceability standards. “Investing in modern equipment is part of standardizing the entire chain, where technology, safe processes, and branding build long-term market competitiveness for local agricultural goods”, said Pham Thi Nguyet Dung, the company director.
In Co To Special Zone, construction began in August on a Centralized Aquaculture Project, pioneering the transition of Quang Ninh's offshore mariculture from traditional methods to high-tech, industrial-scale operations. Implemented by Bien Dong Jumping Squid JSC, the project features a diverse ecosystem including squids, groupers, cobia, clams, sea snails, seaweed, and sea cucumbers, with an expected yield of over 839 tons per year. The farming system uses advanced floating net-cage frames, featuring twenty 23m HDPE circular cages and twenty 6x6m square cages, designed to withstand heavy waves while operating alongside support infrastructure and power stations.
S&T is also applied in conserving and restoring medicinal plant varieties, as well as developing OCOP brands, helping local products reach broader domestic and international markets.
Statistics show that Quang Ninh has currently hosted 35 S&T enterprises, a 25% increase from early 2025. Most of these businesses utilize artificial intelligence (AI), the Internet of Things (IoT), Big Data, and automation to optimize output and cut costs. For the majority of these enterprises, revenue from S&T-driven products accounts for over 70% of total revenue, demonstrating that technology adoption has become a key factor in boosting local productivity and competitiveness.
Higher demands for the new development phase
Advancing S&T and digital transformation aligns with broader directives, including the Politburo’s Resolution No. 57-NQ/TW. The city has implemented an action plan, a data development strategy, a digital transformation strategy, and an S&T program extending to 2030.
Financial resource allocation has expanded correspondingly. In the first 8 months of 2026, Quang Ninh allocated 291.7 billion VND to this sector, a 5.3-fold increase compared to the same period in 2025. Digital infrastructure, data systems, and platforms are developed alongside transport and industrial networks, providing the framework for businesses to modernize management models and adopt smart operations.
In April 2026, the People's Committee of Quang Ninh and the Vietnam Academy of Science and Technology signed a cooperation agreement on S&T research, innovation, and digital transformation for the 2026-2030 period. The initiative prioritizes resource management, environmental protection, marine economic development, smart cities, and climate change adaptation. Research efforts focus on practical applications, including a comprehensive digital database for natural resources and biodiversity, disaster forecasting models for coastal and mountainous areas, and technological solutions for deep mineral processing combined with environmental restoration.
So as to maximize its coastal advantages, Quang Ninh applies S&T to sustainable marine economic development through marine environmental carrying capacity assessments, automated monitoring, and carbon market development. Additionally, applying biotechnology in aquaculture and developing high-value specialties, such as sipunculid worms, oysters, abalones, and marine pharmaceuticals, creates new value chains.
Comprehensive digital transformation spans from state governance to core economic sectors, integrating AI and Big Data into public service delivery, tourism, logistics, processing, manufacturing, and high-tech agriculture.
With a view to anchoring S&T as a core development driver, Quang Ninh fosters an innovation ecosystem based on the collaboration between the State, scientists, and enterprises, with enterprises acting as the central agents. Technology transfer, product commercialization, and the growth of S&T startups are actively supported alongside policy sandboxes for testing innovative ideas.
During meetings on S&T and digital transformation, Deputy Secretary of the City Party Committee and Chairman of the People's Committee of Quang Ninh City Bui Van Khang, emphasized focusing on the innovation ecosystem, assisting businesses with digital transformation, upgrading digital human resources, and deploying community digital technology teams to bring digital platforms closer to citizens and businesses.
Placing S&T, data, and human capital at its foundation, Quang Ninh has been establishing a new growth model where technology and skilled labor drive sustainable economic development alongside traditional sectors like industry, tourism, commerce, and services.
