Quang Ninh aims to attract at least USD 15 billion in registered foreign investment by 2030, with disbursed capital reaching no less than USD 12.71 billion. This is one of the key targets identified by the Standing Board of the Quang Ninh Provincial Party Committee in its plan to implement Politburo Resolution No. 10 on the development of the foreign-invested economy.
The province is striving for 75% of FDI inflows from countries and territories with strengths in technology, capital and modern management. It also aims to develop a network of around 300–400 domestic enterprises participating in global value and supply chains linked to FDI enterprises in the province. Notably, Quang Ninh is making a marked shift from a quantity-driven approach to FDI attraction towards selecting high-quality, high-tech projects that generate higher added value and create stronger spillover effects. The province has identified five priority chains: electronics, equipment and automation; logistics, seaports and international maritime services; the green economy, clean energy and environmental technology; digital infrastructure, data centres and digital services; and high-end tourism and high-quality services. By 2045, Quang Ninh aims for the foreign-invested economic sector to account for around 18% of total social investment capital and contribute approximately 10% of the province’s GRDP, helping make Quang Ninh one of Viet Nam’s most competitive centres for manufacturing, services and innovation.
