On September 20, a delegation of municipal departments and agencies from Quảng Ninh, led by Director of the Department of Foreign Affairs Ho Van Vinh visited and learned about the operational model of the Gwangju Social Welfare Center in Gyeonggi province, South Korea.
Accompanying the delegation were Deputy Head of the Propaganda Department of the Municipal Party Committee Nguyen Thi Kim Nhan and representatives from relevant departments and units of Quang Ninh.
The Gwangju Social Welfare Center is structured with diverse functional spaces to meet the needs of various community groups. Notably, the 9th floor is dedicated to women’s support programs, offering various training and vocational courses such as hairdressing, English, and cooking, while the 8th floor focuses on youth support activities.
The building also houses a kindergarten for children with disabilities, alongside public service areas and shared spaces catering to local residents, particularly the elderly, children, youth, women, vulnerable groups, and people with disabilities.
A highlight of the visit was the delegation's meeting and interaction with Vietnamese children living in Gwangju. Here, the children receive support in learning both Korean and Vietnamese, as well as essential skills to adapt and integrate into the local living environment and community. This creates favorable conditions for children from multicultural families to maintain the Vietnamese language and preserve Vietnamese cultural identity while living and studying in South Korea.
The visit yielded valuable insights for the Quang Ninh delegation in structuring social welfare models centered on service and spatial diversification, with a strong focus on vulnerable populations. Furthermore, the engagement served to deepen bilateral exchanges and the sharing of best practices, thereby advancing people-to-people diplomacy and fostering practical, substantive cooperation between Quang Ninh and its partners in South Korea.
