Chairman of the Quang Ninh People's Committee Bui Van Khang received Chinese Ambassador to Vietnam He Wei for a courtesy meeting on October 27, 2026.

During the meeting, Mr. Bui Van Khang briefed the ambassador on Quang Ninh's recent socioeconomic achievements and cooperation with Chinese localities and partners. He emphasized that cooperation with China remains a key priority in the city's foreign relations, helping strengthen trade, investment, tourism and people-to-people exchanges.

In the first nine months of 2026, Quang Ninh's gross regional domestic product (GRDP) grew 12.54%, the highest rate in Vietnam. State budget revenue was estimated at more than 80.3 trillion dong, while tourist arrivals reached approximately 18.8 million.

In July 2026, Quang Ninh city and China's Guangxi Zhuang Autonomous Region signed a memorandum following bilateral talks, agreeing on several practical areas of cooperation. These included plans to develop the Mong Cai-Dongxing smart border crossing and the Mong Cai-Dongxing Cross-Border Economic Cooperation Zone.

In order to further implement the agreements reached by senior leaders of the two countries and their ruling parties, and build on the outcomes of recent talks between Quang Ninh and Guangxi, Mr. Bui Van Khang called on Ambassador He Wei and the Chinese Embassy to continue facilitating connections between local authorities and businesses on both sides.

He also proposed closer cooperation in transportation infrastructure and logistics to facilitate customs clearance, expand cross-border trade and attract investment. Key priorities include accelerating the development of the Mong Cai-Dongxing smart border crossing, advancing plans for the cross-border economic cooperation zone and strengthening strategic transportation links.

He called for stronger cultural, tourism and people-to-people exchanges, as well as closer coordination in border management and protection, with the aim of maintaining a peaceful and friendly border that supports cooperation and development.

Ambassador He Wei congratulated Quang Ninh on its recent achievements, particularly its designation as Vietnam's first border city. He described the change as an important milestone reflecting the central government's confidence in Quang Ninh's potential, strategic position and development direction.

The ambassador said Quang Ninh's strengths and its important role in connecting Vietnam and China provide significant opportunities to expand cooperation with Chinese localities and businesses.

He expressed hope that both sides would maintain regular exchanges and deepen cooperation in areas where they share strengths, particularly economic development, trade, investment and people-to-people relations.

He said these efforts would help deepen the Vietnam-China comprehensive strategic cooperative partnership and advance the development of a Vietnam-China community with a shared future that carries strategic significance, in line with the two countries' shared vision for a new era.
