At the meeting, Quang Ninh’s Vice Chairwoman Vu Mai Anh outlined Quang Ninh’s potential, advantages and investment opportunities. Home to Ha Long Bay, a UNESCO World Heritage Site, and supported by a growing network of high-end accommodation facilities and increasingly well-connected transport infrastructure, Quang Ninh is well positioned to develop high-quality resort tourism and attract international visitors. In the first nine months of 2026, the city welcomed 4.21 million international visitors, including nearly 9,000 from Russia.

Quang Ninh proposed that the two sides explore ways to strengthen tourism connectivity, including charter flights from Russia to Van Don International Airport. They also discussed developing multi-destination tour programmes to reach new visitor markets and encourage longer stays. In terms of investment, Quang Ninh expressed its hope that RDIF would clarify its plans and objectives to help identify and connect investors and strategic partners with projects aligned with the city’s development plans, potential and competitive advantages.

RDIF Vice President Stanislav Pozhanov said the fund was keen to strengthen information exchange with Quang Ninh and clarify planning, legal and infrastructure requirements, as well as implementation plans. These efforts would help turn cooperation opportunities into concrete projects, particularly in transport, logistics, high technology, energy, tourism and resort development.
