From September 1 to 7, 2026, a delegation from Quang Ninh City led by its Standing Deputy Secretary and Chairwoman of the People’s Council Trinh Thi Minh Thanh, is paying a working visit to Russia, with stops in Irkutsk, Saint Petersburg and Moscow.
During the visit, the delegation will work with the Vietnamese Embassy in Russia and the Legislative Assembly of Irkutsk; exchange experience in the organisation and operation of local elected bodies, policy formulation, adoption of resolutions, supervision of law enforcement, decision-making on important local matters, and voter engagement.
In Irkutsk, Moscow and Saint Petersburg, the delegation will also learn from experience in local governance, socio-economic development, investment attraction, tourism development, science and technology, education and training, and the conservation and promotion of heritage values. Through these activities, the delegation will study and draw on suitable models and approaches for application in Quang Ninh City.
The working visit contributes to consolidating and strengthening the traditional friendship and cooperation between Vietnam and Russia, while promoting cooperation between Quang Ninh and Irkuts. It also provides an opportunity to broaden channels for exchanges and experience sharing between elected bodies and local authorities, and to create further opportunities for cooperation in areas of mutual interest in line with Quang Ninh City’s development requirements in the new period.
