Quang Ninh is among the five provinces nationwide with the highest urbanization rate, reaching 76 percent. With a development vision focused on building a sustainable urban development and a clear goal of becoming a centrally governed city, during the 2020–2025 period the province has continued to prioritize resources for urban development .
Since 2012, Quang Ninh has formulated a series of strategic master plans, and concentrated resources on urban development. This approach has helped shape a distinctly different Quang Ninh - one that has achieved rapid, high-quality, and breakthrough development in a significantly shortened timeframe.
