Quang Ninh has made progress on its 2026 priorities, which focus on economic growth, improving urban infrastructure and meeting the requirements for becoming a centrally governed city. 

Quang Ninh is among the five provinces nationwide with the highest urbanization rate, reaching 76 percent. With a development vision focused on building a sustainable urban development and a clear goal of becoming a centrally governed city, during the 2020–2025 period the province has continued to prioritize resources for urban development .

In the process of socio-economic development of Quang Ninh province, urban planning and development is considered an important task. Quang Ninh is determined to achieve the goal of becoming a centrally-run city by 2030.
