Exactly one year ago, on July 1, along with localities nationwide, Quang Ninh officially began operating its two-tier local government model. Over the past year, this model has driven significant improvements in governance, administrative management, and operational efficiency; most importantly enhancing the quality of public services through a more people-centric approach.
Despite numerous initial pressures and challenges, the province's Public Administration Service Centres successfully ensured uninterrupted and efficient handling of administrative procedures from the very first days of implementing the new model. To date, 100% of publicly announced administrative procedures in Quang Ninh can be carried out regardless of administrative boundaries. The two-tier local government model has also enabled residents to benefit from higher-quality healthcare and education services. Quang Ninh became the first locality in Vietnam to complete the reorganization and consolidation of commune-level public educational institutions, reducing the number of public schools by 265, from preschool to lower secondary level. Additionally, 55 commune-level health stations were transferred from the Provincial Department of Health to the management of commune-level People's Committees. This move has streamlined workflows and empowered grassroots healthcare in serving local communities. These initial achievements have laid an important foundation for further improving the organizational system, enhancing the quality of local governance, and meeting the requirements of rapid and sustainable development in the new stage.
