The policies focus on three key areas. The first is ensuring equitable access to education and reducing education costs for learners and their families, with priority given to children and students in ethnic minority, mountainous, border and island areas, as well as disadvantaged groups. The second is improving care, nutrition and learning conditions through support for meals, textbooks, lunches, semi-boarding and boarding arrangements, and student transport. The province is also investing in modernising school facilities and building green, safe and friendly learning environments. The third is developing high-quality education through policies to identify, select and train students with outstanding abilities; encourage and support teachers; and provide special incentives for Ha Long High School for Gifted Students, thereby contributing to developing high-quality human resources for the province and the country.
