Deputy Prime Minister Bui Thanh Son has signed Decision No. 164/QD-TTg approving a pilot project to develop smart border gate at the Mong Cai (Viet Nam) – Dongxing (China) international border.
The overall objective of the project is to develop the Mong Cai Border-Gate Economic Zone in particular, and Quang Ninh Province in general, into one of the major hubs for import–export activities, trade, services, tourism and border-gate economy in the Northern Key Economic Region. The project also aims to make Mong Cai strategic gateway facilitating trade flows between ASEAN countries and the China, as well as other international markets. Accordingly, the Mong Cai international border gate will be developed into a model, smart and modern border gate based on the application of advanced technologies and a modern road transport system connected with seaports and airports.
Specific targets include reducing customs clearance time to approximately 4 - 6 hours, cutting customs clearance, terminal, transport and related service costs by around 30 - 40 percent at the border gated of the both sides, and ensuring smooth cargo flows while minimizing supply-chain disruptions caused by natural disasters or epidemics. By 2030, the cargo clearance capacity of the Mong Cai International Border Gate is expected to increase about threefold compared to the current level.
The project is scheduled to be implemented in two phases. Phase 1, in 2026, will deploy entry–exit controllanes for border residents and passengers at Bac Luan Bridge I, based on existing infrastructure. Phase 2, from 2027 to 2030, will expand the border-gate area at Bac Luan Bridge I to increase space for entry and exit procedures and deploy additional automated control lanes. At Bac Luan Bridge II, the smart border-gate model will be implemented, increasing spcialized lanes and upgraded import–export clearance capacity… The pilot period will run until December 31, 2030.
