Over the past five years, the cooperation achievements between Quang Ninh Province and the three Lao provinces of Xayaboury, Luang Prabang and Houaphanh have provided vivid evidence of the effective implementation of high-level agreements between the two Parties and the two States.
During the 2022–2026 period, Quang Ninh Province allocated VND 150 billion to support the construction of school facilities in Houaphanh, Luang Prabang and Xayaboury provinces; granted scholarships worth more than VND 129 billion to hundreds of Lao students; and maintained effective cooperation through delegation exchanges, human resource training, tourism, trade and friendship exchanges. The localities agreed on a wide range of cooperation priorities for the 2026–2030 period, focusing on education and training, trade, tourism and investment promotion. Quang Ninh will continue to offer each province 35 university scholarships and five master scholarships, while planning to provide approximately VND 70 billion to each province for the construction of educational and healthcare facilities.
