On June 9, at Government Headquarters, Comrade Pham Thi Thanh Tra, Secretary of the Party Central Committee, Deputy Prime Minister, chaired a meeting with ministries, central agencies and Quang Ninh Province on the proposal to establish Quang Ninh City.
At the meeting, Quang Ninh’s Chairman Bui Van Khang stated that Quang Ninh currently meets all seven criteria required for a centrally governed city. The proposal was also approved by the Quang Ninh Provincial People's Council, with 100 percent of councilors voting in favour at its session on June 1, 2026.
Deputy Prime Minister Pham Thi Thanh Tra requested Quang Ninh to complete the dossier and submit it to the Party Central Committee by July 5. After the incorporation of feedback from central authorities, the relevant agencies will continue refining the dossier before submitting it to the National Assembly for consideration at its October session.
