On June 5, in Xayaboury Province of the Lao People's Democratic Republic, Quang Ninh Province and Xayaboury Province co-hosted a conference to review cooperation results during the 2022–2026 period and discuss future cooperation for the 2026–2030 period between Quang Ninh Province (Vietnam) and the Lao provinces of Xayaboury, Houaphanh and Luang Prabang.

At the conference, Quang Ninh and the three northern Lao provinces agreed that cooperation during the 2022–2026 period had been implemented effectively in line with agreements reached by both sides. During this period, Quang Ninh allocated VND 150 billion from its provincial budget to support the construction of educational facilities in the three Lao provinces. Since 2022, Quang Ninh province has provided annual scholarships to hundreds of students from the three northern Lao provinces, with total funding exceeding VND 129 billion. Practical cooperation has also begun to take shape in areas such as tourism and trade.
The four provinces signed a cooperation agreement for the 2026–2030 period, agreeing to continue promoting their special friendship and solidarity while expanding cooperation in areas including people-to-people exchanges, education, human resource development, investment, trade, culture, tourism and healthcare. The cooperation is expected to contribute to the socio-economic development of each locality and further deepen the great friendship, special solidarity, comprehensive cooperation and strategic partnership between Vietnam and Laos.
