On February 11, the 2026 Early Spring Meeting Programme was held in Nanning, Guangxi, China, bringing together Party Secretaries of five Vietnamese localities including Quang Ninh, Cao Bang, Lang Son, Tuyen Quang and Hai Phong and Secretary of the Party Committee of the Guangxi Zhuang Autonomous Region (China).
In an atmosphere of sincerity, friendship and frank exchanges, the Party Secretaries of Quang Ninh, Cao Bang, Lang Son, Tuyen Quang and Hai Phong (Viet Nam), together with the Secretary of the Party Committee of the Guangxi Zhuang Autonomous Region (China), held in-depth discussions on strengthening friendly exchanges and promoting substantive, effective cooperation between their localities.
Based on the agreed outcomes, the Party Secretaries of Quang Ninh, Cao Bang, Lang Son, Tuyen Quang and Hai Phong (Viet Nam), together with the Secretary of the Party Committee of the Guangxi Zhuang Autonomous Region (China), signed the Minutes of Talks of the 2026 Early Spring Meeting.
The parties also agreed that the 2027 Early Spring Meeting among the Party Secretaries of Quang Ninh, Lang Son, Cao Bang, Tuyen Quang and Hai Phong (Viet Nam) and the Secretary of the Party Committee of the Guangxi Zhuang Autonomous Region (China) will be hosted by Hai Phong City, Viet Nam, further strengthening this annual high-level dialogue mechanism.
