In the framework of a working visit to Laos, on June 4, in Luang Prabang Province, Quang Ninh delegation led by Comrade Quan Minh Cuong, Secretary of the Quang Ninh Provincial Party Committee paid a courtesy call to Comrade Vu Ngoc Ly, Consul General of the Socialist Republic of Vietnam in Luang Prabang.
At the meeting, Comrade Quan Minh Cuong briefed the Consul General on the cooperation outcomes between Quang Ninh Province and the three northern Lao provinces, including Houaphanh, Luang Prabang and Xayaboury. Since the establishment of cooperative relations in 2011, Quang Ninh has devoted considerable resources to supporting northern Lao localities in developing educational infrastructure, providing training and granting scholarships to Lao students. From 2026, the province continues to organize short-term training and capacity-building programmes to share experience in Party building, government administration, socio-economic development, administrative reform and investment environment improvement with officials from the northern Lao provinces.
Comrade Vu Ngoc Ly, Consul General of the Socialist Republic of Vietnam in Luang Prabang, highly appreciated the comprehensive cooperation achievements between Quang Ninh and the northern Lao provinces in recent years. He affirmed that the Consulate General of Vietnam in Luang Prabang would continue to facilitate and support all parties in effectively implementing the agreed cooperation programmes, thereby contributing to further deepening the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos.
For his part, the Secretary of the Xayaboury Provincial Party Committee affirmed that Quang Ninh has consistently been a loyal and trusted friend, always providing practical and effective support to the northern Lao provinces in general and Xayaboury Province in particular across a wide range of fields. He expressed his hope that Quang Ninh would continue to support Xayaboury in human resource development, particularly by through scholarship programmes for pupils and students; organizing training and capacity-building courses for provincial leaders and managers; and supporting investment in facilities serving education, healthcare and social welfare. He also hoped to continue receiving Quang Ninh’s valuable experience in Party building, political system development, state management and socio-economic development.
