The resolution of the 15th Quang Ninh Party Congress, 2020-2025 term, highlighted the role of Mong Cai border gate EZ and Van Don EZ as two breakthrough points in the province’s long-run economic growth. These economic zones focusing on high-tech industries, luxurious eco-tourism and smart residential areas are expected to significantly contribute to formulating the economic corridor in the East of the province.
According to the planning scheme, with revisions approved by the Prime Minister on March 16, the zone covers 17 communes and wards of Mong Cai city and Quang Ha town, along with Quang Minh, Quang Thanh, Cai Chien, and Quang Phong communes of Hai Ha district. It will be developed into a national key border gate economic zone as well as an important economic growth pole of the northern region, the northern coastal economic belt, and the Kunming (China) - Hanoi - Hai Phong - Mong Cai - Fangcheng (China) economic corridor.
The planning scheme orients to turn this zone into a centre of cross-border trade, industry, seaport, logistics, and general services of Quang Ninh province and the northern key economic region; a national tourism site; a modern and sustainable coastal city; and a zone holding special importance in terms of national defence and security.
By 2030, the Mong Cai Border Gate Economic Zone is expected to have a population of about 310,000 - 320,000 and attract 5 - 6 million tourist arrivals annually. The respective figures are set to reach 460,000 - 470,000 and 8 - 9 million by 2040.
Mong Cai city has prepared land for the upcoming implementation of key projects, set up the list of projects calling for investment, tightened the state management in terms of planning, land use and natural resources to ensure the sustainable development of the city, said the Chairman of Mong Cai People’s Committee, Ho Quang Huy.
Quang Ninh province has also invested in improving transport and social infrastructure in this area as well as called for investors for strategic projects.
At the economic zone of Van Don, a variety of projects have been approved by the provincial People’s Committee after the new development plan for the Van Don Economic Zone was issued by the Prime Minister on February 17, 2020 in order to turn Van Don into a multi-sector marine economic zone and an entertainment hub with casinos and high-end sea tourism in 2040.
Quang Ninh province has prepared its own detailed plans for subzones in Van Don EZ - a vital clarity that investors can use to propose their projects.
Van Don International Airport and Ha Long - Van Don expressway accomplished in 2020 have greatly contributed to the tourism and economic development in Van Don in particular and Quang Ninh in general.
Besides, notable tourism projects under construction are Ao Tien - Van Don high-class port project in Ha Long commune and Ao Tien - Cat Linh Van Don luxury hotel and apartment complex project in Ha Long commune.
Quang Ninh has currently speeded up the implementation of the Van Don - Tien Yen expressway, contributing to the completion of the Ha Long - Van Don - Mong Cai expressway. This route is designed to connect with the Hai Phong-Ha Long and Ha Long-Van Don highways, creating the longest highway in Vietnam that runs from Lao Cai in the northern mountainous province of Lao Cai to Mong Cai via Hanoi and Hai Phong. The highway will also serve as an important transport gateway linking Vietnam and China and countries in the Association of Southeast Asian Nations (ASEAN), helping boost cross-border trade and turn Quang Ninh into a trade and service hub.
