In 2026, Quang Ninh sets a target of establishing at least 3,000 new enterprises and raising the private sector’s contribution to GRDP to over 40 per cent. To achieve this goal, alongside the efforts of the provincial business community and entrepreneurs, the province and its relevant departments and agencies have been proactively developing and implementing specific plans and measures to improve the investment and business environment, attract investment, and support enterprises in stable and efficient operation.
Identifying administrative reform, with a focus on administrative procedure reform, as a key factor in further improving the investment and business climate, Quang Ninh has continued to implement comprehensive solutions. Since the beginning of 2026, nearly 76,200 administrative dossiers have been received across the province, with almost 97 per cent processed on time or ahead of schedule. All fees and charges related to administrative procedures are accepted via electronic and cashless payment methods.
Thanks to sustained efforts in reforming administrative procedures, Quang Ninh has received positive feedback and high levels of satisfaction from businesses both inside and outside the province.
Komoto Tomoshi, General Director of Castem Vietnam Co., Ltd., said that Castem currently operates factories in the Philippines, Thailand, Colombia and the United States. The selection of Quang Ninh as its next investment location was based on comprehensive assessments of geographic position, transport infrastructure, industrial park infrastructure and the quality of human resources. In particular, he noted that the steadily improving investment environment was the most important factor in the company’s decision. Castem’s factory in Quang Ninh has been inaugurated and is expected to begin mass production of high-quality mechanical products from June 2026, with a first-year revenue target of approximately JPY300 million.
According to official data, in the first two months of 2026, more than 500 new enterprises were established in Quang Ninh with total registered capital of nearly VND2.4 trillion, fulfilling nearly 17 per cent of the annual plan. 296 enterprises resumed operations, bringing the total number of active enterprises in the province to 12,929.
The private economic sector is playing an increasingly important role in the province’s economic structure, contributing 36 per cent of GRDP, accounting for around 50 per cent of total budget revenue and creating jobs for more than 80 per cent of the provincial workforce.
