In line with the national goal of becoming a developing country with modern industry and upper-middle income by 2030, Quang Ninh is building a multi-sector marine economic ecosystem oriented toward green and modern growth.

With its strategic location and strong development potential, Van Don Special Zone has been identified as a major growth pole in Quang Ninh’s marine economy. The province is positioning Van Don as a new-generation economic zone, focusing on key sectors such as high-end island and marine tourism, integrated services, the entertainment industry and international integration.

Alongside Van Don, the Quang Yen coastal economic zone is also seeing rapid development, with five modern industrial parks emerging as attractive destinations for investors and businesses. The province has invested systematically in modern seaport infrastructure, particularly cruise ports, playing an important role in attracting international cruise tourism.

Coastal fisheries, aquaculture and high-tech offshore farming are being expanded, combined with the application of science and technology in deep processing and post-harvest preservation to increase product value. By 2026, Quang Ninh aims to reach a total aquaculture output of 120,300 tonnes, including an estimated 73,000 tonnes from offshore farming, accounting for 61% of the total.
