The course was attended by 30 leaders and managers from Houaphanh Province, Laos and took place from May 18 to 29 at Nguyen Van Cu Cadre Training School. It was the first training programme for provincial-level officials from Laos entrusted by the Standing Board of the Quang Ninh Provincial Party Committee to Nguyen Van Cu Cadre Training School for organization.

Participants attended 11 thematic sessions delivered by lecturers and speakers from central agencies and Quang Ninh, focusing on three key areas: Party building and the political system; socio-economic development; and national defence, security and external affairs. Notably, all presentations included visual materials translated into Lao and were provided to participants in advance for reference.

The course was designed to combine theory with practice, integrating thematic study sessions with field visits to localities, agencies and units across Quang Ninh province, including the Co To Special Zone, Yen Tu Ward, the provincial Public Service Administration Center, and Quang Ninh Library and Museum.

The training course was an important cooperative activity aimed at implementing the memorandum of understanding between the two provinces and the outcomes of the meeting between the Secretary of the Quang Ninh Provincial Party Committee and the Secretary of the Houaphanh Provincial Party Committee in December 2025. It also contributed to strengthening the special friendship between the two provinces in particular and the long-standing solidarity between Viet Nam and Laos in general.
