The Resolution of the 16th Congress of the Quang Ninh Provincial Party Committee for the 2025–2030 term has set a target of per capita GRDP reaching USD 20,000 by 2030. With this goal, Quang Ninh is the province with the highest per capita GRDP target in Vietnam by 2030.
To achieve this target and build on the results already attained, Quang Ninh will continue maintaining high and stable economic growth in the long term, with breakthroughs in science and technology, innovation, and digital transformation serving as the key growth drivers. The province will also restructure its industrial sector toward modernisation, prioritising the development of core industries, emerging industries, green and clean processing and manufacturing industries, high-tech industries, renewable energy, and new energy. At the same time, Quang Ninh will implement comprehensive solutions to create jobs, narrow the wealth gap and regional disparities, improve the quality of education, training and healthcare services, and ensure the comprehensive development of people’s living standards.
In 2025, the province’s per capita GRDP reached over USD 11,000, equivalent to 2.23 times the national average.
