On October 1, the Quang Ninh provincial People’s Committee held its regular September meeting to review socio-economic performance for the month and the first nine months of 2025, while setting out priorities for the remainder of the year. The meeting was chaired by Deputy Secretary of the rovincial Party Committee and Chairman of the provincial People’s Committee, Bui Van Khang.
Despite numerous challenges and a busy calendar of major events and new initiatives, Quang Ninh has posted impressive results. The province’s Gross Regional Domestic Product (GRDP) grew an estimated 11.66%, the highest nine-month growth rate in the past decade (compared with 8.02%–10.12% in previous years).
The processing and manufacturing sector expanded 24.07% year-on-year, while services grew 15.18%. Tourism remained a strong driver, with 17.11 million visitors (up 9%), including 3.25 million international arrivals (up 25%). Tourism revenue reached 44.25 trillion VND, up 20%.
State budget revenue was estimated at 51.465 trillion VND, surpassing 90% of the annual target. Longstanding bottlenecks in land-use fee collection were addressed, major tax and fee revenues stayed on track, and private domestic investment surged to over 194 trillion VND, or 20 times higher than the same period last year. Total social investment reached 82 trillion VND, an increase of 11.4%.
Beyond economic gains, Quang Ninh also advanced in culture, human development, and social welfare, maintaining its position among the top 10 provinces nationwide in the number and share of students excelling at the national high school exams.
The province has also accelerated work in urban planning, land and resource management, digital transformation, site clearance, and implementation of key projects.
These achievements highlight Quang Ninh’s determination to balance rapid economic growth with social progress, positioning the province as a dynamic and resilient locality in Vietnam’s development.
