According to the 2025 Satisfaction Index of Public Administrative Services (SIPAS) recently announced by the Ministry of Home Affairs, Quang Ninh ranked second nationwide, following Hai Phong City, among 34 provinces and cities, with a score of 88.33%, up two ranks compared to 2024.
The result reflects Quang Ninh’s strong efforts in implementing solutions to create a more favourable and transparent investment and business environment, while building an increasingly modern, transparent and professional administrative system, improving work efficiency and enhancing service quality for people and businesses. The SIPAS 2025 survey was conducted nationwide, covering 36,000 survey forms across 720 communes and wards in 34 provinces and cities. The SIPAS framework includes 37 indicators reflecting public perceptions and assessments, 51 indicators measuring satisfaction levels, and 10 indicators reflecting people’s needs and expectations, providing a comprehensive picture of the service quality of state administrative agencies.
