The scheme aims to develop an interregional heritage ecosystem that combines sustainable conservation with the effective exploitation of heritage values, while turning the heritage economy into a new driver of provincial growth. By 2030, all data on heritage, environment and tourism infrastructure will be digitised; the carrying capacities of all tourist attractions will be monitored; and all tourism-related transactions will be cashless. Quang Ninh also aims to welcome around 10–11 million tourist arrivals to Ha Long Bay and Bai Tu Long Bay and approximately 4 million tourist arrivals to Yen Tu each year, helping transform Quang Ninh into a world-class centre for the heritage economy, culture and tourism.
