“Building a culturally rich Quang Ninh, in connection with the development of the cultural industry, heritage economy, night-time economy, and urban economy,” has been identified by the Provincial Party Committee as one of three strategic breakthroughs in the Resolution of the 16th Provincial Party Congress for the 2025-2030 term.
Cultural and human development, together with the creation of a culturally rich Quang Ninh linked to the cultural industry, heritage economy, night-time economy, and urban economy, has been defined as both a breakthrough and one of the five key tasks for the province in the 2025-2030 period.
In particular, the province continues to implement Resolution 17-NQ/TU dated October 30, 2023, on “Building and promoting Quang Ninh’s cultural values and human strengths as an intrinsic resource and driving force for rapid and sustainable development.” Efforts are being made to build a culturally rich province while narrowing income and regional disparities, advancing digital transformation, and applying artificial intelligence (AI) in cultural management and development.
Quang Ninh also aims to foster its cultural and creative industries, offering high-quality cultural products that meet public demand and highlight the province’s heritage. The goal is to establish Quang Ninh as a leading regional center for arts and culture, with key areas such as Ha Long Bay and the UNESCO-recognized Yen Tu - Vinh Nghiem - Con Son, Kiep Bac complex. These initiatives will strengthen Quang Ninh’s reputation as one of Asia’s most attractive heritage and cultural tourism destinations.
The province has implemented plans to develop itself into a regional and international tourism hub by 2030, with a vision toward 2045, and to pilot the night-time economy in major tourist areas. Quang Ninh also continues to invest in upgrading cultural and sports infrastructure, promoting public engagement in sports, and advancing professional and competitive athletic development.
With strategic vision, creativity, and strong determination, Quang Ninh is steadily turning its cultural development goals into tangible action. By combining its heritage assets, cultural identity, geographic advantages, and forward-thinking policies, the province is paving a new path - one where culture serves not only as a spiritual foundation but also as a powerful internal resource driving rapid and sustainable socio-economic growth in the years ahead.
