Quang Ninh Province People's Committee has issued the Decision No. 4366/QD-UBND (on December 30, 2011) on the established Promotion and Investment Assistance Board in the province of Quang Ninh.Businesses in Quang Ninh (Vietnam) and Guangxi (China) signed a memorandum of investment promotion at the forum of cooperated investment promotion in 2011.
The Promotion and Investment Assistance Board is state-owned belonging to Quang Ninh province People's Committee, under the leadership of chairman of Quang Ninh province People's Committee. The board has legal status in accordance with current legislation.
The Promotion and Investment Assistance Board helps Quang Ninh province People's Committee approve the direction, location and investment decisions, build mechanisms and policies to attract investment, improve the investment environment; the measures to improve high index of provincial competitiveness, support businesses, promote investment, support the market.
Besides, the Board promotes the state budget free projects in the province, manages economic and social investment promotion activities, organizes implemented investment promotion activities, services, trade, tourism. It is the one to handle “one-door” investment procedures, implement the investment advisory activities and support businesses, build a data system, documents, promote and introduce the investment environment.
The decision also clarifies the powers and the rights of the Promotion and Investment Assistance Board on promoting investment, improving investment environment, receiving and handling investment procedures, implementing the consultancy jobs and supporting investors, enterprises, managing personnel tasks, finance, in accordance with the law and the decentralization Quang Ninh province People's Committee.
The Promotion and Investment Assistance Board is also called IPA.
That the Promotion and Investment Assistance Board Promoting was set up has met the actual needs, promoted investment, contributed to the successful implementation of the criteria for an industrialized, modernized Quang Ninh by 2015 as planned in Quang Ninh Province Party Committee’s Resolution No.XIII.
