On April 1, 2021, the Prime Minister approved the "1 Billion Trees Planting Program for the 2021–2025 Period," targeting 690 million scattered trees in urban and rural areas and 310 million trees in concentrated forests. Quang Ninh has developed plans and actively implemented afforestation and tree-planting projects at all levels.

Quang Ninh aims to plant 12.411 million trees (7,092 hectares) between 2021 and 2025, including nearly 4.3 million scattered trees (3,533.1 ha) and over 8.1 million trees in concentrated forests (3,559.2 ha). Priority is given to native species, large timber, and multipurpose trees with strong environmental protection benefits.

Local communities and organizations have been activelty encouraged to plant both scattered trees and concentrated forests, enhancing forest quality and coverage. Efforts focus on transitioning from fast-growing species (such as acacia and eucalyptus) to native and large timber trees with higher economic and environmental value. Private resources are being mobilized to support planting costs, helping reduce reliance on the state budget. These initiatives also build public trust in local forest management and development.

Large timber species such as ironwood, Michelia mediocris, Chukrasia tabularis, and other native trees are being planted across the province. The tree-planting structure is shifting toward native and large timber species, improving forest productivity, quality, and value. Socialized forestry activities, especially in attracting investment, continue to accelerated.

According to statistics, over 10.4 million trees were planted across the province from 2021 to 2024, achieving 84% of the target that 6.56 million in concentrated forests (excluding replacement afforestation and replanting of production forests) and 3.87 million scattered tree will be grown.

During the 2025 “Tree planting festival in eternal gratitude to Uncle Ho,” as of February 7, more than 597,000 trees (597.15 hectares) had been planted, including over 406,000 in concentrated forests and 190,800 scattered trees.

The Department of Agriculture and Environment continues to coordinate with relevant sectors and localities to drive efforts toward fulfilling the "1 billion trees Planting Program," aiming to meet and exceed the targets set by the provincial People’s Committee.
