PM urges promotion of production, investment, import-export activities

Prime Minister Pham Minh Chinh has just signed and promulgated Official Dispatch No.238/CD-TTg on promoting production, business, construction investment, and import and export activities in the coming time.

According to the dispatch, the national GDP in the first quarter of this year grew 3.32% year-on-year. However, the value added in industry and construction dropped by 0.4% due to high production costs and declining orders in key industrial sectors such as electronics, garments-textiles, leather and footwear, and wood.

With the trend of increasingly complex and unpredictable fluctuations in geopolitics and geo-economics in the world, the Vietnamese economy with its large openness is forecast to face many difficulties and challenges in the coming time, especially in production and business activities, construction investment, and import-export activities.

Facing the situation, the Prime Minister requested all levels, branches and localities to actively follow their assigned functions, tasks and powers; focus on drastic direction; and guide the handling and removal of difficulties and obstacles according to their competence in terms of legal, administrative procedures, access to capital, business conditions, bank liquidity, debt and taxes, fees and charges, etc. in order to promptly promote production and business, construction investment, and import-export activities while maintaining and promoting the growth drivers of the economy.

In the coming time, the Prime Minister will assign Government members and leaders of directly related ministries and branches to work with each locality to promptly grasp the difficult situation and problems in production, business, construction investment and import and export activities; as well as to clarify the causes and propose specific, feasible and effective solutions in order to soon recover growth and successfully implement the socio-economic development tasks and goals for 2023 and the 2021-2026 tenure.

Chairpersons of People’s Committees of cities and provinces were asked to report such activities in their localities, particularly those in major areas and projects, and raise specific proposals to the Ministry of Planning and Investment (MPI) by April 13.

The MPI will coordinate with other ministries and agencies to outline work plans for the Cabinet members, and classify problems based on the reports by the localities and send them to the PM and Cabinet members.
