Efforts exerted to rise up continue to develop the economy and ensure social security

The 5th session of the 15th National Assembly took place at a time when the country has achieved important accomplishments but is also facing many challenges and difficulties, requiring the efforts and determination of the whole political system and people from all walks of life.

In particular, in the first months of 2023, although the world and regional context continued to be complicated and unpredictable, Vietnam's macro-economy has continued to be stable, inflation has been controlled, and major balances have been guaranteed, social security, social welfare and people's life have been stable, the fields of culture, society, defence, security, foreign affairs, construction, Party rectification, prevention and fight against corruption and negative phenomena, have achieved many important and quite comprehensive results.

However, the world economic situation continued to decline, and consumer demand in major export markets dropped sharply due to inflation and geopolitical tensions. Countries have tightened monetary policy. All of which had a great influence on carrying out the task of economic and social development in Vietnam.

Sticking to reality, and understanding the situation, the National Assembly deputies listened to voters' opinions, were serious, and responsible in researching, reviewing, discussing, and frankly pointing out and analysing problems and limitations.

Economic growth is lower than the set target; some localities have negative or low growth compared to the same period; export, import and production revenue of many key industries decreased or increased slightly; some bottlenecks of the markets have not been effectively removed; many enterprises have faced difficulties, some enterprises had to reduce their scale or stop operating; workers lost their jobs, etc.

Sticking to reality, and understanding the situation, the National Assembly deputies listened to voters' opinions, were serious, and responsible in researching, reviewing, discussing, and frankly pointing out and analysing problems and limitations.

At the National Assembly's parliament and the meeting of the National Assembly Standing Committee between the two meetings, the National Assembly deputies pointed out the issues and work that need to be resolved in a timely and effective manner. Notably, GDP growth in the first quarter of 2023 reached 3.32%, a very low level in the context that the economy has opened up after controlling the Covid-19 epidemic.

The implementation of the project on restructuring the system of credit institutions associated with bad debt settlement in the 2021-2025 period and the plan to handle weak credit institutions, projects and works behind schedule, and inefficient investment is still very slow.

The task in 2023 and the following years is very heavy. Along with the close leadership and direction of the Party Central Committee, the Politburo, and the Secretariat, the initiative, positivity, companionship and support of the whole political system, the spirit of determination, dare to think, dare to do, and ready to dedicate of cadres, public servants, employees and people are very important.

The National Assembly has issued many resolutions with unprecedented policies to promote socioeconomic development, but the reality shows that though in the same legal system, ministries, branches and localities achieved very different results.

The National Assembly deputies proposed and recommended many solutions to overcome the inadequacies in reality, and at the same time agreed with the Government to continue implementing many important decisions. The focus is on effectively implementing the main tasks and solutions according to the Conclusion of the Government on socio-economic in 2023, the conclusions of the Politburo and the Resolution of the National Assembly on the socio-economic development plan in 2023.

It is necessary to closely monitor the economic situation in the country and the world to have the appropriate direction; consolidate and strengthen the macroeconomic foundation, control inflation, and improve the internal capacity and self-reliance of the economy based on maintaining the stable and safe development of the economic system, the system of credit institutions, money market, real estate market, stock market, and corporate bond; as well as drastically implement appropriate solutions to overcome the causes of slow disbursement to promote the disbursement of public investment capital, the socio-economic recovery and development programme, and three national target programmes.

In addition, the whole country focused on improving the investment and business environment, reforming administrative procedures, strengthening decentralisation along with inspection and supervision, improving the responsibility of the head, tightening discipline, civil service discipline, especially overcoming the situation of avoidance of responsibility in a part of the contingent of cadres and civil servants; continue to improve the legal system, review and clarify, and report to the National Assembly on problems, inadequacies and overlaps of laws related to investment, production and business activities and promptly propose solutions.

At this session, performing its legislative function, the National Assembly considered and approved 8 draft laws, and many draft resolutions, commented on many projects and other important documents, contributing to bringing the country's economy to overcome challenges, perfecting the legal system, and ensuring social security for people.

At the 5th session, the 15th National Assembly conducted questioning and answering activities. After two and a half days of high responsibility and frank spirit, the Q&A session took place democratically and enthusiastically, receiving good evaluations from the people and voters nationwide. Many issues and tasks of ministries and branches were clarified, especially weaknesses and challenges that need drastic and synchronous solutions to overcome.

The task in 2023 and the following years is very heavy. Along with the close leadership and direction of the Party Central Committee, the Politburo, and the Secretariat, the initiative, positivity, companionship and support of the whole political system, the spirit of determination, dare to think, dare to do, and ready to dedicate of cadres, public servants, employees and people are very important. That spirit will create internal strength and high will for the whole country to successfully implement the set goals and tasks.

After more than 20 working days with a high sense of responsibility, frankness and seriousness, the 5th session of the 15th National Assembly concluded successfully. The session continued to deeply demonstrate the close, decisive and timely spirit of the National Assembly on important issues of the country, thereby, creating a solid foundation and motivation for the country to overcome challenges, develop the economy, and ensure social security for all people.
