In recent years, thanks to appropriate investment and development policies, Quang Ninh is becoming one of the fastest-socio-economic growing provinces in the country. In particular, a continuously improved investment environment has increasingly attracted the attention of both domestic and foreign investors.
Quang Ninh is now applying preferential mechanisms and policies of the Central and local government on investment, finance, credit, tax, land, import-export activities and labor and some policies supporting the land clearance and administrative procedures for investors in industrial zones, border gate economic zones as well as Van Don economic zone. In association with the consideration of preferential mechanism, investment procedures and administrative procedures are the first and most important factors in which the investors are interested.
To date, Quang Ninh is one of the first provinces to establish and operate the office of information support for the enterprises and apply the software of registering national trade in supporting register business administrative procedures. Investment procedures are openly digitized and provided on the Internet for easy access by domestic and international investors . It is also the first locality in the nationwide to complete the second stage of the 30th project on administrative procedure reform. The project contributed to the achievement of the goal of disclosing administrative procedures for the benefit of people and businesses.
With its determination to be active in land clearance and create a clear fund of land to attract investors, the provincial people’s committee has issued documents on planning land usage at three levels to 2020. At the same time, the PPC has improved its planning for using land of all levels within the province to 2020 alongside with establishing a Steering Committee of land usage at the provincial level for the 2011-2020 period
QNPPC has also issued some policies that are suitable to the socio-economic conditions of the province. It has also developed the special prices for the purpose of compensation and land clearance for 4 localities, including Ha Long city, Hai Ha district, Quang Yen town and Uong Bi city. Additionally, the PPC ensures that the allocation of land is carried out in accordance with the progress of the project implementation, auditing the procedures and documentation for recovering land and withdrawing investment confirmation for projects that are unlikely to progress or do not plan to use all the assigned land .
With these preferential policies, Quang Ninh is said to have good preparation to welcome investors to the province, specially for the foreign investors. At this time, there are 17 countries and territories investing in Quang Ninh with 89 projects that remain valid with the total registered capital of 3,729 billions. At the present, the province is speeding up the promotion to mobilize groups from the U.S, Malaysia, Australia, Hong Kong, Singapore and China to raise capital and implement some key projects, including Van Don international airport, Van Don Park resort complex, the Mac dam industrial zone, the highway passing economic zone.
Alongside preferential policies, Quang Ninh province also collaborates with investors to solve problems and ensure the contiuance of their investment activities. Speaking at the meeting with enterprises in the early New Year 2012, Mr. Pham Minh Chinh, member of the Central Party Committee, Secretary of the Provincial Party Committee confirmed that, for the development of the province, Quang Ninh maintains its available advantages; while at the same time finding out new directions in order to ensure a balanced and harmonious development. The province’s goal will shift from “hot” growth to green growth; and from unsustainable development to sustainable development. These targets are closely related to the enterprises and Quang Ninh hopes that they will continue to share and join hands with the province in the coming time. Quang Ninh commits to accompanying and supporting enterprises, including the foreign ones.
