On September 24, the Standing Committee of the Quang Ninh City People's Council held its regular September meeting to evaluate performance over the first nine months of 2026 and map out strategic priorities for the fourth quarter. Chaired by Ms. Trinh Thi Minh Thanh, Deputy Secretary of the City Party Committee and Chairwoman of the People's Council, the session underscored the city's commitment to agile and professional governance following its official elevation to city status on September 1, 2026.
Operating against a backdrop of major structural shifts, including the transition between Council terms and the implementation of a streamlined two-tier local government model, the Standing Committee has ensured seamless, continuous administration. Over the past nine months, the committee issued 1,251 operational documents, convened 8 legislative sessions, and passed 64 vital resolutions focused on socio-economic development, public investment, and science and technology.
Oversight efforts were sharply targeted at pressing practical challenges, including public asset management, site clearance, environmental protection, and digital transformation. Demonstrating responsiveness to citizen concerns, the committee reported that 20 out of 36 voter petitions from recent sessions have been fully resolved, with the remaining 16 under active review.
In her concluding remarks, Chairwoman Trinh Thi Minh Thanh called on delegates to further innovate working methods, align operations with the Law on Urban Development and the Law on Local Government, and meticulously prepare for the upcoming year-end session.
She also emphasized accelerating digital transformation and expanding paperless meetings to maximize administrative efficiency across the municipal government.
