Officials in Quang Ninh gathered Tuesday to review the official establishment of the city, marking a milestone achieved ahead of schedule as local leaders urged a shift toward modern urban governance.
Attendees included Mr. Quan Minh Cuong, Member of the Party Central Committee, City Party Secretary, and Head of the City’s National Assembly Delegation; the Deputy City Party Secretaries; members of the Standing Board of the City Party Committee; leaders of the People's Council and People's Committee; and heads of departments, sectors, and local districts.
Resolution No. 36, passed by the 16th National Assembly on August 24, 2026, officially established Quang Ninh City using the full land area and population of the former province. The transition took effect September 1, beating the target set by the local Party congress for 2030.
City officials said the rapid seven-month push to finalize the administrative proposal required intense inter-agency coordination and strict compliance with legal procedures.
Speaking at the summary conference, Chairman of the City People’s Committee Bui Van Khang praised the dedication of local civil servants, security personnel, and residents, while thanking central government leaders for their guidance. He emphasized that the new administrative status must translate into improved public services and living standards rather than extra bureaucracy.
"Our Party organization, government, and people cherish this invaluable backing", Chairman Bui Van Khang told the meeting. "It is both a profound encouragement and a heavy responsibility to press forward”.
Local authorities outlined core priorities moving forward, including the accelerated deployment of digital governance, smart urban management, and shared data networks.
Officials also pledged to expand social welfare initiatives, such as textbook subsidies and transit support for students, while upgrading professional training for the municipal workforce.
During the event, the People’s Committee presented certificates of merit to 63 collectives and 73 individuals for their contributions to the city's formation.
