Recognising the private sector as an important driver of the economy, Quang Ninh City is focusing on creating an open investment environment, a transparent administration and a service-oriented government. With business satisfaction as a measure of performance, the city is proactively removing bottlenecks and expanding opportunities for businesses to innovate with confidence, take bold action, break through and make positive contributions to local development.
Keeping pace with the trend towards new energy, Hai Son Digital Technology Co., Ltd. (Vang Danh Ward) has pioneered the provision of solar energy solutions. The company has partnered with Singapore’s Stride Green Energy Fund and South Korea’s Shinhan Fund, offering customers an interest-free instalment payment option. The company has also focused on applying artificial intelligence to consulting, customer care and solar power system control. To date, it has installed dozens of projects for agencies, organisations and households both inside and outside the city. The company’s revenue in the first six months of 2026 exceeded VND12 billion, double that of the same period last year, while full-year revenue is expected to reach around VND20 billion.
Since the beginning of the year, 2,700 enterprises and affiliated units have been established across the city, with total registered capital of VND33.186 trillion, bringing the number of operating businesses to 13,763. State budget revenue from the private economic sector reached VND45.114 trillion, accounting for 60.88% of total state budget revenue, while workers in the sector accounted for 70.65% of the total workforce.
To promote the private sector, the city is stepping up administrative reform and site clearance and creating clean land funds, while supporting businesses in areas including legal matters, taxes and fees, human resources, digital transformation and technological innovation.
On March 18, 2026, the municipal People’s Committee issued Decision No. 865/QD-UBND, assigning the Quang Ninh City Business Association to provide consultancy support to 20 small and medium-sized enterprises and organise 50 human resource management training courses. To date, 19 courses have been held, attracting 760 participants. The city also issued Plan No. 279/KH-UBND dated June 17, 2026, on supporting training and human resource quality improvement for the private economic sector in the 2026–2030 period.
Regular dialogue with businesses has also been maintained. Since the beginning of the year, the city has held 10 conferences covering different industries and sectors to assess the production and business situation and directly address difficulties and obstacles.
In the coming period, the city will continue to provide information on its development orientations for 2026–2030, with a vision to 2050; effectively implement planning adjustments to expand economic space; and support businesses in accessing land, production and business premises, and digital transformation. Science and technology, innovation and digital transformation have been identified as core drivers, while the private sector will be developed into a growth pillar.
The city will also renew its investment promotion activities and strengthen business linkages; propose piloting the Van Don Free Trade Zone, a free digital and knowledge-based economic zone, and a cross-border economic cooperation zone linked to smart border gates, thereby opening up additional development space for businesses.
