Today, September 1, 2026, Resolution No. 36/2026/QH16 of the National Assembly on the establishment of Quang Ninh City officially takes effect, marking an important milestone in Quang Ninh’s process of construction and development.
Resolution No. 36/2026/QH16 on the establishment of Quang Ninh City was adopted by the 16th National Assembly on August 24, 2026, on the basis of the entire natural area and population of the former Quang Ninh province. The Resolution officially takes effect from September 1, 2026, marking an important transition in Quang Ninh’s development process.
Under the Resolution, the Government, the People’s Council and the People’s Committee of Quang Ninh City, together with relevant agencies and organisations, are responsible for implementing the Resolution and reorganising and consolidating the administrative apparatus in accordance with regulations. At the same time, they must ensure stability in people’s lives, maintain smooth operations, and meet requirements for socio-economic development, national defence and security in the city.
From the effective date of the Resolution, agencies, organisations and units whose names are associated with the designation “Quang Ninh province” will be renamed to operate under names associated with “Quang Ninh City”. Documents and papers issued before this date that remain valid or are still within their validity periods will continue to be used until they expire or are amended, replaced, repealed, annulled or revoked in accordance with regulations.
In addition to the regimes and policies applicable to a centrally governed city, the specific mechanisms and policies previously applied to Quang Ninh will continue to be implemented across the city until the end of their applicable periods or until otherwise decided by competent authorities.
The official entry into force of Resolution No. 36/2026/QH16 on September 1 not only establishes a new milestone in administrative organisation, but also opens up broader development space and sets new requirements for leadership, management, administration and the organisation of socio-economic space.
Building on the achievements over 40 years of renewal, Quang Ninh City is entering a new stage that requires continued innovation in thinking, stronger governance effectiveness, and greater mobilisation of its potential, advantages and the creativity of its people and businesses. The goal is to build a modern, green, smart and distinctive city; develop it into a dynamic growth pole in the North and a centre for the marine economy, tourism, services and high-tech industries; and at the same time make it an area of peace, stability, cooperation and integration, as well as a place worth living in, visiting, investing in and taking pride in.
