As part of its working trip to the Russian Federation, on September 2, the Quang Ninh City delegation, led by Trinh Thi Minh Thanh, Standing Deputy Secretary of the Quang Ninh City Party Committee and Chairwoman of the Quang Ninh City People’s Council, visited and held a working session with Irkutsk National Research Technical University.
The two sides discussed orientations for promoting cooperation in human resources training, scientific research and technology transfer, while also working to concretise the Memorandum of Understanding (MOU) on cooperation between Ha Long University and Irkutsk National Research Technical University for the 2026–2031 period.
Standing Deputy Secretary of the Quang Ninh City Party Committee and Chairwoman of the Quang Ninh City People’s Council, Trinh Thi Minh Thanh, affirmed that Quang Ninh City stands ready to support the two universities and create favourable conditions for their cooperation initiatives to be implemented soon and deliver concrete results. This would not only enhance the effectiveness of cooperation in human resources training, scientific research and technology transfer, but also further strengthen friendship and cooperation between Quang Ninh City and Irkutsk Oblast, making a practical contribution to the comprehensive strategic partnership between Vietnam and the Russian Federation.
On the same day, the Quang Ninh City delegation surveyed several cultural and tourism facilities in Irkutsk Oblast.
