The Quang Ninh City People’s Committee has issued Plan No. 436/KH-UBND dated September 29, 2026 on launching the emulation campaign “90 days and nights of acceleration and breakthrough efforts to fulfil socio-economic development targets and tasks for 2026”.
The campaign will begin on October 1, 2026, aiming to mobilise resources to the greatest extent, create a vibrant emulation atmosphere, and demonstrate determination to fulfil and strive to exceed the city’s 2026 targets. It will be widely implemented across agencies, units, localities, businesses and all sections of the population.
The campaign focuses on seven key groups of tasks, with priority given to completing major socio-economic targets; removing difficulties and obstacles and promoting production, business and key projects; building a streamlined, effective and efficient administrative apparatus; accelerating administrative reform, digital transformation and innovation; strengthening the management of planning, land, natural resources and the environment; ensuring social welfare and improving the quality of healthcare and education; and maintaining national defence, security, social order and safety while promoting external relations, investment promotion, trade and tourism.
The city aims to complete 100% of site clearance for projects and disburse 100% of public investment capital in line with the targets assigned by the Prime Minister. It is striving for GRDP growth of more than 13%, GRDP per capita of over USD 11,810, total realised investment capital in the city of more than VND 130 trillion, and total State budget revenue of over VND 100 trillion. The city also aims to establish 2,500 new businesses, bringing the total number of active enterprises to around 15,200, while raising the urbanisation rate to over 75% and the digital economy’s share of GRDP to more than 12%.
