Politburo Resolution No. 27, dated August 28, 2026, on regional development and the organisation of national development space in the new period, identifies Quang Ninh as part of the Northern Growth Region - an area designated to take the lead in science and technology, innovation and the digital economy, and the development of high-value-added industries and services.
The Resolution sets the goal of developing the Hai Phong – Quang Ninh area into a modern, internationally oriented marine economic centre. This orientation aims to expand regional connectivity, with the marine economy developed in close association with industry, seaports, logistics, trade and tourism. In addition, for the 2026–2030 period, the Resolution calls for preparations for investment in the Mong Cai – Ha Long – Hai Phong railway. Together with the expressway network, seaports and border gates, this connectivity is expected to strengthen Quang Ninh’s links with the growth poles of the Northern Growth Region and with domestic and international markets.
