On September 23, the Quang Ninh Municipal Party Committee officially inaugurated a specialized capacity-building and knowledge-enhancement course for leading and managerial officials from Xayaboury Province (Laos) for the year 2026 at the Vu Van Hieu Political School.
Attending the opening ceremony were Vu Quyet Tien, Deputy Secretary of the Municipal Party Committee and Chairman of the Vietnam Fatherland Front Committee of Quang Ninh City; members of the Standing Board of the Municipal Party Committee; and leaders of relevant municipal departments, sectors, and institutional units.
Representing Xayaboury Province (Laos) were Pheny Nilan Khamphanphenh, Member of the Central Committee of the Lao People's Revolutionary Party, Secretary of the Provincial Party Committee, and Chairman of the People's Provincial Council of Xayaboury, together with a delegation of 30 key leadership and managerial officials from the province.
Delivering the opening address and welcoming remarks, Deputy Secretary of the Municipal Party Committee and Chairman of the Municipal Vietnam Fatherland Front Committee Vu Quyet Tien emphasized that Quang Ninh consistently attaches strategic importance to cultivating special friendly ties and comprehensive cooperation with localities of the Lao People's Democratic Republic, with a prominent focus on Xayaboury province.
Over recent years, bilateral cooperation mechanisms have been extensively implemented across multiple domains, in which ideological education, cadre training, capacity building, and human resource development have always received paramount attention and priority.
The training and capacity-building program serves as an invaluable platform for leadership and managerial officials from both localities to exchange theoretical insights and share practical governance experiences across critical spheres: Party building and political system consolidation; socio-economic development, administrative reform, digital transformation, and investment climate optimization; alongside national defense, security, and foreign affairs. The curriculum thoughtfully integrates thematic lectures with empirical field studies at key local institutions, grassroots administrations, and economic models throughout Quang Ninh.
He expressed profound confidence that, the bilateral partnership between Quang Ninh and Xayaboury, anchored by the enduring special traditional solidarity between Vietnam and Laos and the deep fraternal bond between the two localities, will continue to flourish, growing increasingly profound, substantive, and effective.
The training course, running from September 21 to October 5, 2026, concentrates on core thematic modules: Party building and political system consolidation; socio-economic development, drawing particularly upon Quang Ninh’s practical experiences in enhancing the leadership capacity, governance capability, and combat strength of grassroots Party organizations; Party inspection, supervision, and discipline enforcement; building the great national unity bloc; advanced economic development models; human resource training and strategic talent development; as well as national defense, security, and external relations.
In his speech at the opening ceremony, Pheny Nilan Khamphanphenh, Member of the Lao Party Central Committee, Provincial Party Secretary, and Chairman of the People's Provincial Council of Xayaboury, expressed his heartfelt appreciation for the warm hospitality and favorable conditions extended by Quang Ninh to facilitate the study and experience-sharing delegation from Xayaboury.
He affirmed that the training program represents a crucial opportunity for Xayaboury's managerial personnel to elevate their theoretical knowledge and synthesize practical governance experience, particularly concerning state administration, socio-economic planning, tourism development, and investment attraction, thereby contributing to further tightening the unbreakable bonds of friendship and solidarity between the two localities.
The practical lessons and valuable institutional insights drawn from Quang Ninh, coupled with the expert knowledge imparted by esteemed lecturers and municipal leaders, will serve as an indispensable foundation for Xayaboury's officials to creatively and effectively apply within their local context, actively contributing to the prosperous development of their home province.
