On September 1, as part of its working visit to Russia, a delegation from Quang Ninh City led by its Standing Deputy Secretary of Party Committee and Chairwoman of the People’s Council Trinh Thi Minh Thanh carried out a series of visits and working sessions in Irkutsk.
The highlight of the programme was a meeting between the Quang Ninh City delegation and the Legislative Assembly of Irkutsk. The delegation was received by Chairman of the Legislative Assembly of Irkutsk, Alexander Viktorovich Vedernikov, together with members of the Assembly.
At the meeting, Chairman of the Legislative Assembly of Irkutsk warmly welcomed the Quang Ninh City delegation to Irkutsk and spoke highly of the friendship and cooperation between the two localities. He also expressed his hope that the visit would help further expand practical areas of cooperation between Irkutsk and Quang Ninh.
Speaking at the meeting, Trinh Thi Minh Thanh emphasised that the visit provided an opportunity for the two sides to review the results of cooperation in recent years, agree on areas that could be implemented immediately and on implementation arrangements, thereby making cooperation between Quang Ninh and Irkutsk increasingly substantive, effective and in-depth.
Also on the same day, the delegation attended the opening ceremony of the 2026 - 2027 academic year at Primary, Secondary and High School No. 19 in Irkutsk on the occasion of Knowledge Day on September 1. In the afternoon, the delegation held a working session with the East Siberian Chamber of Commerce and Industry, chaired by its President Alexei Ivanovich Sobol.
The series of activities in Irkutsk contributed to strengthening cooperation between the elected bodies, educational institutions and business communities of the two localities, while opening up further specific areas of cooperation in tourism, education and training, science and technology, trade and investment. Through these activities, the traditional friendship between Vietnam and Russia and cooperation between Quang Ninh and Irkutsk were further strengthened.
