The Quang Ninh Party Committee formally concluded a capacity-building training program on Sunday for leadership and management officials from Laos's Xayaboury province, hosted at the Vu Van Hieu Political School.
This marks the 4th training program organized by the Quang Ninh Party Committee in 2026 for officials from three northern Lao provinces, directly operationalizing bilateral cooperation agreements between the two localities.
The closing ceremony was attended by Mrs. Vi Ngoc Bich, Standing Committee Member and Head of the Organization Board of the Quang Ninh Party Committee, and Mr. Si Sonphan Bunsy, Deputy Secretary of the Xayaboury Provincial Party Committee.
Following 12 days of intensive study and field research, the program successfully equipped 28 leadership and management officials from Xayaboury with comprehensive insights across its curriculum. The initiative plays a pivotal role in actualizing the 2022-2026 cooperation memorandum of understanding between Quang Ninh and northern Lao provinces, as well as the outcomes of high-level talks between the secretaries of the respective party committees.
Addressing the ceremony, Mrs. Vi Ngoc Bich praised the participants' rigorous dedication, high sense of responsibility, and active engagement throughout the course. She expressed her hope that upon returning home, each official will effectively apply their acquired knowledge and practical experience to local governance.
She also encouraged them to serve as steadfast bridges of friendship, nurturing the special solidarity and comprehensive cooperation between Vietnam and Laos and between Quang Ninh and Xayaboury in particular, ensuring the bilateral partnership deepens sustainably while fostering mutual delegations and expanded cross-sector collaboration.
Expressing deep gratitude, Mr. Si Sonphan Bunsy thanked Quang Ninh for its continuous support in training Lao management personnel. He affirmed that the knowledge gained will empower officials across their respective positions to make meaningful contributions to Xayaboury’s future development.
