Empowering enterprises: Quang Ninh’s blueprint for business-led prosperity

The local government views partnering with businesses not as a routine duty, but as a sincere and unwavering responsibility shared by all administrative levels.

Innovating to empower

As a move to translating the Politburo’s Resolution No. 68-NQ/TW on private economy development into reality, the Quang Ninh Municipal People’s Committee issued Plans No. 168/KH-UBND and No. 75/KH-UBND, establishing a cohesive framework of solutions. These initiatives focus heavily on reviewing and refining supportive mechanisms to ensure transparency, reduce operational costs, and foster a frictionless investment climate.

Offering businesses a solid launchpad to weather challenges and accelerate growth, the city has introduced a comprehensive suite of economic policies. Notably, through a trio of strategic resolutions running up to 2031, local authorities have committed state-budget support and precise frameworks for digital technology startups, semiconductor auxiliary industries, and innovation ecosystems.

Regarding land resources, Decisions No. 66 and No. 54/2026/QĐ-UBND streamline land access and the leasing of public assets for business operations, in alignment with National Assembly Resolution No. 198/2025/QH15. Furthermore, Resolution No. 04/2026/NQ-HĐND reduced infrastructure and public utility fees in border gate areas to zero, directly lowering overhead for trade enterprises.

Quang Ninh firmly believes that a thriving business community requires an unhindered investment environment. Thus, the city has spearheaded comprehensive administrative reforms. Local authorities continuously restructure administrative procedures, eliminating red tape while maximizing decentralization and authorization at the Public Administrative Service Center. Fully integrated with the national public service portal and equipped with QR-code transparency, the system currently manages 2,121 administrative procedures. 100% of procedures feature optimized electronic workflows, while processing times have been slashed by 40% for ministerial-level procedures and 38% for business-related filings. On-time and early resolution rates stand at an exceptional 99.1%.

These milestones are reflected in Quang Ninh’s standing among national leaders in the Provincial Competitiveness Index (PCI), the Public Administration Reform Index (PAR Index), and the Private Economic Competitiveness Index (BPI), where it ranks third nationwide.

Actionable support rooted in dialogue

True investment appeal extends beyond rankings; it lives in a government that actively listens and delivers timely, transparent solutions. Quang Ninh has continually revolutionized its approach to corporate engagement, hosting 9 targeted dialogue conferences since the beginning of the year, including dedicated sessions for foreign-invested enterprises (FDI) and companies in trade, tourism, and services.

Under the direct leadership of Bui Van Khang, Deputy Secretary of the City Party Committee and Chairman of the People’s Committee, the city maintains an open-door philosophy. Rather than generic reassurances, incoming petitions are systematically assigned to lead agencies with strict deadlines. So far over 220 business grievances have been successfully resolved. Specialized task forces have also been deployed to troubleshoot stalled projects and guide enterprises through compliance procedures, fundamentally reinforcing market confidence.

Addressing land as a critical production input, the city issued Decision No. 03/2026/QĐ-UBND to regulate technical quotas for land-use planning, ensuring flexibility and responsiveness to market demands. Meanwhile, Party-led task forces under Decision No. 291-QĐ/TU have actively worked with localities to clear bottlenecks for delayed projects.

A robust financial and legal ecosystem

Viewing credit as a vital economic buffer, the State Bank of Vietnam’s Region VI branch has instructed financial institutions to expand lending selectively, tying credit quality directly to the economy’s capacity to absorb capital, while accelerating digital banking transformation. Private-sector lending has surged to VND 218 trillion, up 8.5% from late 2025 and accounting for 89.3% of total local credit. Within this figure, loans to non-state enterprises climbed 18.8% to VND 78 trillion, while financing for business households and individuals reached VND 134 trillion.

The city also launched comprehensive legal support programs for small and medium-sized enterprises (SMEs) and business households for the 2026-2030 period to ensure regulatory compliance and legal security. On the fiscal front, municipal agencies have efficiently processed land rent reductions, coordinated corporate income tax exemptions for newly established startups, and deployed AI and Big Data applications to provide early risk warnings and streamline electronic invoice management.

The momentum is clear. Early 2026 saw the birth of 2,700 new enterprises and affiliates backed by VND 33.186 trillion in registered capital, bringing Quang Ninh's active business tally to 13,763. Today, local private enterprises drive the economy, delivering over 60% of state budget revenues (VND 45.114 trillion) and employing more than 70% of the social workforce.
