A senior conference on negotiation of the construction of Bac Luan II bridge over the Bac Luan river between Vietnam and China has been held in Ha Long city on Jan. 9
The negotiation delegation of Vietnam was headed by Mr. Nguyen Van Thach, Deputy Head of International Co-operation department (under Ministry of Transport). The Chinese one was led by Mr. Ju Cheng Zhi, Head of International Cooperation Department (under Ministry of Transport).
At the conference, the two sides have agreed that the construction of Bac Luan II bridge plays a significant role in economic and trade development between Vietnam and China in general and between Quang Ninh and Guangxi in particular. At the same time, it also contributes to economic connection between the Southwestern region of China, ASEAN countries and the Greater Mekong Sub-region; meeting the demands of goods and passengers transportation of the two sides. The negotiation was based on the principles of equality and mutual benefits.
From Jan. 9-12, the two sides will focus on negotiating to reach an agreement on the construction of Bac Luan II bridge and Protocol on simplifying administrative procedures.
Previously, under the consent of the two Governments, Ministries of Transport of Vietnam and China have authorized Quang Ninh province and Guangxi Zhuang Autonomous Region (China) to establish negotiation delegations of the two sides to have discussions about the issues relevant to investment in building Bac Luan II bridge. After 5 talks at Steering Committee level and 6 ones at technical expert group level, the two sides have reached agreement on basic issues to report to the Governments for approvals.
