In Quang Ninh’s socio-economic development orientation, the province defines Japan as a strategic investment partner. Therefore, the province actively undertook measures to boost Japanese investment.
Since 2012, Quang Ninh has proactively made the plan of boosting cooperation and attracting Japanese investment into the province. It has a good tie with Japan Export Trade Research Organization (JETRO) via Japan – Quang Ninh Cooperative Program with a vision of 30 years. Both sides decided to establish an advisory council to support investment attraction from Japan and develop strategic plans to attract investment into the province. Besides, Quang Ninh put focus on popularizing the image of the province via JETRO website. Thanks to JETRO’s introduction, Quang Ninh set up ties with Japan’s Jiji Press and Nikkei (Japan Economic Daily) to advertise investment environment of Quang Ninh to Japanese enterprises.

In December 2014, in order further attract Japanese investors, Quang Ninh established Japan Desk under Quang Ninh Investment Promotion Agency IPA. In October 2017, Japan Desk at provincial level was officially founded. The operation of Japan Desk affirms Quang Ninh’s commitment to Japanese investors and the importance of the cooperation between Japan and the province.
Quang Ninh’s authority annually sends working groups to Japan to popularize the image of local enterprises. Moreover, every year, the province co-ordinates with Japan to organize Cherry Blossom Festival in combination with investment promotion events, thus providing opportunities for both Japanese and provincial firms.
Thanks to close collaboration, since 2013, Quang Ninh has received 50 groups of Japanese investors. There are 8 Japan-invested projects in Quang Ninh with total registered capital of more than 148.5 million USD, securing the 7th place among 23 countries and territories investing in the province. Their investment focus on infrastructure construction, industries, manufacturing, agriculture…
According to Ms. Vu Thi Kim, Vice-Director of IPA, Quang Ninh will put a focus on electronics, agricultural equipment, seafood processing, environment, energy saving, car and spare part production…with the aim of attracting more Japanese investors.
