In Ha Long city, Nov. 3, QNPPC had a working session with the delegation from Planning and Investment Ministry to implement the Resolution N0 71 by the Prime Minister regarding situation and method of implementing PPP investment projects (Public-Private Partner). Mr. Pham Minh Chinh, member of Central Party Committee, Secretary of Provincial Party Committee and representatives of some relevant sectors worked with the delegation.
At the meeting, representatives of the departments, namely: Planning and Investment; Transport and the Economic Zones Management Board have introduced to the delegation about some insights of socio-economic development of the province in recent years, development potentials and opportunities of the province in the coming years, as well as difficulties and challenges, especially challenges of ecological environment, tourism and services infrastructures, investment capital, and transport infrastructure… In the coming years, QNPPC will focus on attracting and promoting investment in building the Ha Noi- Hai Phong highway; Ha Noi- Mong Cai highway; Van Don Airport…
In order to ensure investment resource, apart from ODA, BT, BOT investment capital, QNPPC is examining new forms of investment promotion that suits socio-economic development conditions of the province. The investment under PPP form mentioned in the Resolution N0 71 by the Prime Minister is therefore considered as one of the major ways to attract investments in the coming years.
Speaking at the meeting, Mr. Pham Minh Chinh confirmed that with the effort of the whole political system of the province, Quang Ninh will successfully implement the important transport infrastructure projects within the province, contributing to fruitfully achieve the targets of the Resolution of the 11th National Assembly conference. Therefore, he hoped that Quang Ninh would be selected by the ministries and the government as one of the first provinces in the country to to implement PPP projects.
To conclude the meeting, Mr. Do Thong, standing vice-chairman of QNPPC highly appreciated the interest and active support of the delegation for Quang Ninh in the implementation of the Government’s Resolution N0 71. He wished to receive further support from the Ministry of Planning and Investment and other central sectors. He added that Quang Ninh will concentrate on the site clearance and relevant work to successfully implement the highway project connecting Ha Long city with Ha Noi- Hai Phong if it is approved.
