On December 30, at the Provincial Conference Centre, Quang Ninh province People’s Committee met on the implemented socio-economic development tasks and state budget in 2012. Attending the meeting were members of Quang Ninh province Standing Party Committee, People's Council, Quang Ninh province People’s Committee and the leaders of departments, agencies and local authorities. Mr. Nguyen Van Doc, Chairman of Quang Ninh province People’s Committee chaired the meeting.
At the meeting, the Department of Planning and Investment reported the mechanism and measures to operate the State budget, promote decentralized investment and enhance the management of state budget capital investment in 2012.
Accordingly, the mechanism and measures to operate the State budget, promote decentralized investment and enhance the management of state budget capital investment in 2012 would follow the Resolution No. 36/2011/NQ-HDND 9 December 2011 on the planned state budget distribution in 2012; the supplement, amendment of mechanisms and measures for the State budget, the planned distribution of the investment capital for basic construction projects provincially funded in 2012.
For the implementation of planned expenditures, any agencies using budget would follow the Directive No. 1792/CT-TTg on 15 October 2011 by the Prime Minister on strengthening the management of capital investment budget and government bonds for necessary and workable purposes only.
Based on the actual state budget in 2012, the province's viewpoints is to balance flexibility, promote decentralized local investment and strengthen the management of state budget investment capital for effectively implemented targets by the Congress Resolution XIII of Quang Ninh province Party Committee, the Congress Resolution No. 4 of the People's Council.
Speaking at the conference, the Vice-Chairman of Quang Ninh province People’s Committee highlighted the key task of economic development, the state budget in 2012, basic construction, planning management, coal production management, program of new rural construction, the application of scientific and technological development, the governmental management of land and environment, the development of tourism, education and training, healthcare, and social welfare.
They asked the departments, agencies and local authorities, based on the assigned plans, to continue to tighten spending, strengthen the management of planning, land, natural resources, environment, focus on implemented regional planning and the application of science and technology.
Also, the departments, agencies and local authorities should improve the quality of tourism services; the education and training, modernized schools and classrooms, labour force development, healthcare networks to rural and remoted areas, poverty elimination and social welfare.
To end the meeting, Mr. Nguyen Van Doc, Chairman of Quang Ninh province People’s Committee stressed: Despite difficulties in 2011, many achievements were gained thanks to the whole nation, the government’s efforts with the province's economic growth rate of 12.1%, the total revenue of state budget in Quang Ninh of 28,300 billion VND. Quang Ninh is now still one of the 5 leading provinces in Viet Nam.
Mr. Nguyen Van Doc, Chairman of Quang Ninh province People’s Committee stressed: In addition to controlling the inflation under the Resolution No. 11 of the Government, departments, agencies and local authorities should take steps to remove difficulties for businesses, promote production and trade with the reform of administrative procedures. Quang Ninh province People’s Committee would establish an investment assistance, promotion board.
Also, the departments, agencies and local authorities would continue to the reformed direction and administration of all administrative levels.
Mr. Nguyen Van Doc, Chairman of Quang Ninh province People’s Committee pointed out that the departments, agencies and local authorities should continue the program of new rural construction based on the results in 2011. He said: In 2012, the scoring criteria would be set, the best communes would get most financial investment assistance.
The year 2012 is the one of strategies for planning and science and technology, Mr. Nguyen Van Doc requested the departments, agencies and local authorities that they should attempt to overcome difficulties and make the best use the provincial, Central assistance.
Besides, they should continue to implement effective policies to ensure social welfare, increased quality of labour force training, healthcare for working staff, and the people in the province, especially in the rural and remote areas.
Mr. Nguyen Van Doc, Chairman of Quang Ninh province People’s Committee expressed his belief that: with the determination of the whole political system, the national security and socio-economic development goals in the province in 2012 would achieve the best results and make contribution to a industrialized, modernized Quang Ninh by 2015.
