Quang Ninh allocates VND 2.4 trillion for national target programme implementation

Quang Ninh has allocated VND 2.4 trillion from the municipal budget to localities to implement the National Target Programme in 2026, with the goal of completing the new-style rural development objectives for the 2026–2030 period by 2029. This was among the key points presented by Vu Thi Mai Anh, Vice Chairwoman of the Quang Ninh City People’s Committee, at an online conference held on October 15 to launch the 2026–2035 National Target Programme on Cultural and Social Development, Rural Development, and Ethnic Minority and Mountainous Areas.

An overview of the online conference.

After reviewing proposals from localities and relevant ministries and agencies, Prime Minister Le Minh Hung, Head of the Central Steering Committee for National Target Programmes, concluded the conference by directing central ministries and agencies to urgently finalise plans and allocate resources, ensuring transparency, accountability and the proper use of funds while preventing losses, waste and misconduct.

He also called for stronger inspection and supervision, along with timely action to remove bottlenecks and resolve obstacles to policy implementation at the grassroots level. Localities were urged to uphold the leadership role and accountability of heads of Party committees and administrations at all levels, and proactively develop detailed action plans tailored to the specific conditions of each region and locality.

The effectiveness of the programme, he stressed, must be measured by tangible results at the grassroots level, improvements in people's living standards and the quality of sustainable development. Localities must also mobilise social resources to the fullest extent alongside state budget funding, while promoting the people's role as masters and encouraging their active participation throughout the programme's implementation.
