As one of 3 localities in the Northern key economic region, along with Hai Phong and Hanoi, Quang Ninh has shown its good performance as a northern growth pole and a key marine economic development driver of the whole country.
One of the Quang Ninh’s highlight is the development of transport infrastructure system. Along with other localities, Quang Ninh has actively collaborated with relevant ministries to build the coastal road from Quang Ninh to Thanh Hoa; commencing the investment of the project to build a coastal road from Quang Ninh to Nghe An. Especially, the operation of the Bach Dang Bridge project, and the construction of Lai Xuan and Ben Rung bridges in coming time will help to make a convenient transport connectivity between Quang Ninh and Hai Phong.
In addition, Quang Ninh also cooperates with Hai Duong to implement the investment project on building Trieu bridge in an attempt to replace Trieu ferry, helping to boost the socio-economic development of the two localities.
The investment form of public - private partnerships (PPP) has been creatively applied by Quang Ninh province in mobilizing resources for synchronous infrastructure development for the regional dynamic projects. Of which, Van Don International Airport, Hon Gai International Cruise Port, and Van Don - Mong Cai Highway have contributed to creating regional links and becoming a driving force for the comprehensive development of the Northern Key Economic Zone that help to push and enhance trade connectivity of ASEAN region as well as the globe. As reported, in the 2013-2018 period, the total investment capital of the 44 PPP projects was about VND 47,000 billion. Of which, the state capital involved was about VND 4,700 billion, accounting for 10% (mainly spent on land clearance).
Besides transport, the cooperation between Quang Ninh and other cities and provinces nationwide has also been intensified in the fields of healthcare; education; technology and science, environment, etc.
By undertaking many effective measures, Quang Ninh continues to be the pioneer in administrative reform, institutional reform, business investment environment improvement; mobilizing social resources for infrastructure development, continuing to make breakthroughs in economic restructuring associated with innovation of growth model. Currently, Quang Ninh is one of the 16 localities nationally of the budget self-balancing, and has been in the group of provinces and cities earning high budget revenues.
According to the statistics, in 2018, the total state budget revenue of Quang Ninh reached VND40,548 billion, an increase of 14% of the Central Government estimate, ranking the 7th in the country. Of which, the total domestic revenue was VND30,530 billion, occupying 75% of the total state budget revenue in the province, up 10% over the same period, ranked 5th in the country; import and export revenue gained VND 10,018 billion, an increase of 67% of the central estimate. The average share of investment and development expenditure in the period 2016-2018 accounted for over 60% of the total local budget expenditure (56% in 2016 and 63.5% in 2017 and 67% in 2018). Particularly, in the first 6 months of 2019, the provincial budget revenue was estimated at VND 23,924 billion, equal to 58% of the yearly estimate, up 14% in comparison with the same period last year.
With many practical solutions, as well as creative and flexible ways, Quang Ninh has gained comprehensive achievements in many fields, strongly affirming a renewed, dynamic, creative province. Those achievements have helped to create new position for Quang Ninh in particular, the Northern key economic region and the whole country in general in the following years.
