Quang Ninh and Hai Phong are the two neighbouring provinces sharing many similarities in their development, and have been defined as the two important economic drivers of the northern region.
In the past, seaports and huge benefits brought by Ha Long and Lan Ha Bays were the most common advantages of Ha Long and Hai Phong, currently the common development space of the two provinces has transformatively targeted to seaport logistics chain.
Cat Bi International Airport, Hai Phong, Lach Huyen, Cai Lan Ports and Van Don International Airport have the unrivalled competitive advantages to help these two northern and national economic hubs in particular and the country in general achieve breakthrough in development in the near future.
The advantage of seaport is now effectively tapped with the effect of the connection of the Hai Phong - Ha Long - Van Don expressway (the future is Van Don - Mong Cai highway) which will transport roadway goods to Mong Cai international border gate, Bac Phong Sinh and Hoanh Mo border gates, of which Hai Phong is the destination port of shipping lines for customs procedures, international inspection while roadway transport enterprises receiving containers via Quang Ninh then transport to Mong Cai, Binh Lieu and Hai Ha district.
Cai Lan port and Hai Phong port, the 2 special competitive advantages of the Northeast region have been effectively exploited by Quang Ninh and Hai Phong, resulting from the collaboration in handling administrative procedures for enterprises and set up coordination regulations related to the settlement of customs procedures, inspection and inspection of imported-exported goods via the ports, contributing to connecting the development triangle area of Hanoi - Hai Phong - Quang Ninh.
Recently, the conflicts in tackling problems related to tourism development of the two localities has been dealt with by the coordination in a number of areas, such as state management, tourism product development and promotion, human resource development, the natural environment protection and business climate improvement.
Setting up a coordination regulation on state management for transporting tourists in the area of Ha Long Bay (Quang Ninh) and Lan Ha Bay (Hai Phong) has helped to create an unified and synchronous legal corridor in solving related issues. The two localities of Quang Ninh and Hai Phong also coordinated to compile a dossier of "Ha Long Bay - Cat Ba archipelago, and submit to functional authorities and the United Nations Educational, Scientific and Cultural Organization (UNESCO) to recognize "Ha Long Bay - Cat Ba archipelago " as the World Heritage.
Transport infrastructure system connecting the two localities continues to be improved as in the year of 2020-2021. Quang Ninh and Hai Phong will use local budget to upgrade the 4-lane National Highway 10 from the National Highway intersection 18A (Quang Ninh province) to Quan Toan overpass bridge (Hai Phong city). In addition, the two sides have agreed on starting the construction of Lai Xuan bridge (Hai Phong city People’s Committee is the main investor) and Ben Rung bridge by 2020 ensuring the principle that each locality shares a half of the bridges’ investment and in charge of related construction components in each side.
Proactively creating "dynamic advantages" to promote development, improve regional competitiveness of the whole region, Quang Ninh - Hai Phong linkage in the new vision has been identified with the core values as a driving force for regional development in international competition.
