On June 23, in Ha Long city, a delegation of JICA Vietnam (Japanese International Cooperation Agency) had a meeting with the leaders of Quang Ninh to comment on the development orientation of Quang Ninh and discuss about possible cooperation between JICA and Quang Ninh. The meeting was attended by Mr. Pham Minh Chinh, Secretary of the Provincial Party, provincial leaders and leaders of the relevant departments.
At the reception, Mr. Pham Minh Chinh has made a brief introduction of geographical location, potentials and advantages for economic development of Quang Ninh province. Accordingly, beside its advantages for economic development, the province is also facing a number of challenges in terms of human resource; conflict between industrial development and tourism and services, as well as limitations in administrative reforms. In the future, Quang Ninh strives to transform its growth model from “heated” growth into green one, to restructure the economy focusing on production industries and services in the direction of sustainability.
To achieve the above-mentioned targets, Quang Ninh proposes JICA to become a strategic consultant supporting the province in the process of restructuring economy, green growth as well as international integration. The leader of Quang Ninh Provincial Party assigned the Investment Promotion Agency (IPA) as a focal point to directly work with JICA.
For his part, representative of JICA in Vietnam said, Quang Ninh has a veriety of advantages. However, its current development is not commensurate with its potentials. He suggested that Quang Ninh should focus on developing regional linkages; improving transport infrastructure connecting districts and town within the province so that it could create the best facilities for the province’s development. Furthermore, Quang Ninh should pays much attention to the development of human resource, especially hi-quality human resource.
\At the working session, the Chairman of QNPPC Nguyen Van Doc highly valued the support of Japan in some projects within the province. He hoped that JICA will have further support for Quang Ninh in finding potential investors and finance for transport infrastructure projects. Related to the green growth model, Mr. Nguyen Van Doc expressed that Quang Ninh wishes to receive the advice as well as support from JICA for waste water treatment project of Ha Long city so as to raise effectiveness in environmental protection.
As reported, Quang Ninh will closely work with JICA to realize cooperatives agreements.
