Enhancing investment attraction in industrial parks

Quang Ninh identifies industrial parks and economic zones as important development spaces that play a key role in driving the growth of processing and manufacturing, logistics and exports. Accordingly, the gradual completion of infrastructure, preparation of cleared land and improvement of the investment environment are helping make industrial parksmore attractive to investors and draw an increasing number of projects with larger scale, advanced technology and high added value.

Recent investment attraction results in Quang Ninh have clearly demonstrated the effectiveness of focusing on infrastructure development in industrial park. According to statistics, as of August 2026, total FDI attracted to the city since the beginning of the year had exceeded USD 1.1 billion, concentrated mainly in industrial parks and economic zones. Quang Ninh currently has 237 valid FDI projects from investors in 20 countries and territories, with total registered capital of nearly USD 16 billion. In the 2021-2025 period alone, the city attracted more than USD 10.52 billion in FDI, nearly five times the figure recorded in 2016-2020.

Within this overall picture, industrial parks with synchronised infrastructure investment are becoming effective destinations for secondary investors. Song Khoai Industrial Park is one example. Covering 686.82ha, it has so far attracted 25 secondary projects with total registered capital of around USD 3.35 billion. Its internal roads, power and water supply, and wastewater treatment systems are gradually being completed, creating favourable conditions for projects to quickly commence production.

Beyond providing production facilities, the presence of large-scale projects also contributes to the formation of production chains, job creation and expanded export capacity. In the first phase of Hai Ha Industrial Park, projects have formed textile and garment and supporting industry production chains, with total registered FDI of nearly USD 3 billion. Businesses in the industrial park provide jobs for around 14,300 workers.

Notably, the city’s investment attraction orientation is becoming increasingly selective . In 2026, the city is focusing on processing and manufacturing, high technology, supporting industries, green industries and renewable energy, while prioritising projects capable of technology transfer, human resource training and increasing localisation rates. Priority markets for investment promotion include South Korea, Japan, Singapore and the EU, as well as major corporations in high technology, smart manufacturing and clean energy.

At the same time, administrative reform, shorter processing times for investment procedures, stronger business support and the timely resolution of difficulties during project implementation remain important factors in improving the competitiveness of industrial parks. In the coming period, these measures will continue to be strengthened, helping industrial parks and economic zones across the city contribute more effectively to Quang Ninh’s overall economic development.
